Since on Windows the JSTAF.jar file is placed in
the /bin directory, on Unix platforms, place the file in
both /lib and /bin.

    I wouldn't do this. I think we should pick either lib or bin as
    the location for these files and make that common across all
    platforms. I don't think we want to duplicate files in both
    places. Also, this should probably only go in the V3.0 code
    line as users of V2.x are familiar with the current layout, and
    we don't want to make too many user-noticeable changes
    until V3.0.

    This will not be changed for STAF 3.0.0, but will be changed
    in a future release of STAF (this will be part of a larger
    change/fix to synchronize the file locations between windows
    and unix).
