#1269 STAFHTTPSLS.jar is not present with the Windows installer

STAF V3.3.3 Windows installer does not have HTTPSLS.jar file.
As per David the file is missing from the package/makefile.pkg.win32 file.
I'm opening this bug as per David's comment in forum: https://sourceforge.net/forum/forum.php?thread_id=3307631&forum_id=104046
