test a file known to be there for readabilty instead of
disabling the test. see patch attached.

In principle a good idea; but when the user sets the datadir
to something other than the default '../data', we can't be
sure (read: the chance is small) that they copy over the
index.php file, especially when the data dir is outside of
the webroot.
