This is weird… If you feel adventerous you might want to try to build the current simon development version (in the sound branch on git) - it uses a different sound subsystem and generally works with more devices…
If that's no option I can only recommend you try to work around the issue by using an ALSA virtual device (plug - you should find instructions in the alsa wiki http://alsa.opensrc.org/Main_Page) or a sound daemon like pulseaudio.

I have no working sound devices listed. What I have are:
front:CARD=ICH6,DEV=0
surround40:CARD=ICH6,DEV=0
surround41::CARD=ICH6,DEV=0
surround50::CARD=ICH6,DEV=0
surround51::CARD=ICH6,DEV=0
in both input and output. If I press the test button I get an error popup.
In KDE system settings I have Intel ICH6 with AD1981B and it works fine for notifications etc.
lspci shows:
00:1e.2 Multimedia audio controller: Intel Corporation 82801FB/FBM/FR/FW/FRW (ICH6 Family) AC'97 Audio Controller (rev 03)
I have just installed qt-mobility to see if would help but it doesn't change anything.
Any ideas on how to get it working?

Which simon version are you using?
Does simon accept a device (likely front:…) if you select a sample rate of 48000 hz?
