#3 HTML Template comptability

I would like to see the template fields such as
<output> be HTML-friendly and hide from broswers.

This would allow me to use a HTML file as a Failure.
Now I have to use a HTML file, and then duplicate it
with the <output name="http_config_error">, etc.

I would prefer to see the tags with a format of

<!--#output name="http_config_error"-->
<!--#loop>So that all of this is ignored</loop-->
