SortByIPs, a project to develop unrestricted general-purpose machine-independent Perl functions to efficiently sort arrays of strings by the numerical value of all embedded dotted-quad IPv4 addresses in each string, has completed Release 1.1. A sample MS-DOS/Windows batch file is included as an illustrative example and possibly helpful tool. If you manage or post blocklists or host files, these perl functions may help keep them sorted in a more understandable order. Best wishes.
