When you have the libxml2.dll windows port from
http://www.xmlsoft.org installed in your C:\windows got
a nice crash at the start of the application.
To solve the issue just copy libxml2.dll from
$SODIPODI_DIR\bin to $SODIPODI_DIR where the main
exe is, then the right DLL gets loaded and the
application works.
I have the latest version of the libxml2 port at the date
of this bug submission.

Moved all non-Gtk+ dependencies to $SODIPODI_DIR in VC7
setup, this should fix that bug.
