I want to use Import Policy function to send advertisements to users PC's. I really like this function but there are any option to use it like select/insert group of PC's and assign them several advertisements? I want it for ad hoc installation without creating of new advertisement or collection...

Yes, but there is no option to do that without creating of new collection and I have to import every policy one by one...

Collection Commander does have the possibility to import local policies... Latest Update is available here: <http://smscollctr.sourceforge.net/update/>
