#620 Make the stepping modifiable

Would it be possible to add to the preferences a way to modify the default stepping for brightness, hue et al.?
If I'm interpreting the source correctly, right now min_step in preferences.cpp is hardcoded at 4.

4 is the default step, you can change it in smplayer.ini, look for min_step.
