not sure about linux, but on windows it registers itself automatically as a webcam driver, so that it is fully accessible by all webcam-enabled programs (i.e. flash/skype etc)
So it is already done fairly well, the only thing that could improve this program would be to also support audio streams (possibly based on the phones bluetooth capability while using bluetooth, using a UDP/rtsp protocol while connected via wifi)
