#60 Ability to Surpress Submission List after Delete

I'm discovering that I'm spending a lot of time
downloading the submissions list when I'm working. It
seems that since I open many windows at once, it seems
counterproductive to have to continually get the entire
submissions list, not to mention it adds to the
bandwidth used by the https servers.

It would be helpful if there would be an option for
authors only, that would allow them to supress the
submissions list. I realize, however, that this is not
an easy addition due to the way submit.pl is designed
(currently, "delete" as an op doesn't exist, just
"update" which is necessary for mass delete
functionality as well)

A delete op would be a workable solution, but I'm not
familiar with the amount of code changes necessary to
get it to work.
