#3460 CAPS filters bug

Using lastest from cvs (05-09-23 morning).

On a fresh install, some comments could not be sent because the
CAPS filters wrongly stopped the comments from being published.

In those comments, there was no special amount of capital letters,
but they were all blocked by the filters. The workaround I used (and
haven't really tried to troubleshoot before, due to the urgency of
having comments to work at the time) was to deleted filters_id 12
and 13.

It now works, but there is a problem with those filters giving false
alarms. Strange.

I'll check it out at some point, but these filters have been untouched, probably in
years, so I don't think it is a very high priority.
