Possibly provide some way to allow filters to be
inserted (and moved?) according to numerical order to
ease insertion and re-ordering in long filter lists.
Version 2.0 has move-to-top and move-to-bottom buttons (which are ugly - someone send us some better icons!) (and which take up even more horizontal space -- the screen is a bit too wide in general! - needs redesign). It also has the plumbing for specifying the exact insertion point for moving a rule - but there is no UI for using that at the time being.
