#7 APIC/SMP bug

Serial head/tail is NOT SMP or APIC IRQ safe as it
lacks spinlock() protection causing head/tail buffer
corruption. This leads to mouse jumpping problems and
incorrect event reports from a mouse device, and
probably all kinds of neat errors for those using PPP.
