This is fresh install of 4.3.9 using quickstart.
The displayed fields are:

checked it again. There is just no way this field doesn't show up. If you still consider this to be a bug, please send me your file views/bootstrap/class.AttributeMgr.php

Cannot reproduce that. Can you check the html code, whether the field exists in there?
The HTML field does not exist. I performed a new install on Centos 6.5 with the same results.
