There is no documentation yet (that's why the "silent" release of SEB 2.1 is not yet announced on safeexambrowser.org), but in short: The SSL certificate currently needs to be stored in the Windows Certificate Store, then SEB finds it there and displays it in the Config Tool -> Network -> Certificates -> "Choose TLS/SSL client certificate to embed into configuration..." (I just realized that unfortunately there is a typo in the label, it should say "server certificate"). In a later version of SEB we'll include a direct import option for certificates.

We currently don't have concrete plans in supporting client certificates, but we might look into this. Could you describe your use case in detail?

We are currently not planing to implement support for SSL client certificates in SEB.
