#79 sbo terms for reaction rates

dear nick,

i'd like to have sbo terms for reaction rates.
to my opinion, there are two issues that should be dealt with:

- a rate can be related to concentration changes (e.g., in units of mM/s) or to amount changes (in units of mol/s)

- we might want to have an additional term (possibly called "flux" instead of "rate") implying that we're talking about
a stationary state.

all new terms will probably be grandchildren of SBO:0000002 - quantitative systems description parameter
possibly with an element in between, something like "quantity of a dynamic process"
