#2744 gatherer should create run directory if it does not exist
Some newer distros (RHEL7) clean up the runtime directory /var/run/ on each reboot. Data gatherer relies on the presence of a ./gather subdir there. This directory is created on gatherer install but if the directory is removed after that, gatherd won't start. This patch fixes it by checking & creating the directory if it doesn't exist, each time gatherd starts
