It's only for external DSD capable DACs. The converter is a kind of "conventional" ones and goes through intermediate PCM stage. It consists of 2 steps:
DSD->PCM, which lowers samplerate by factor 1, 2. 4 or 8.
PCM->DSD SDM, which raises samplerate by 1, 2, 4, or 8.
By combining these steps it's possible to convert any DSDXXX to any DSDXXX.
