#66 Departemt Cascades When Creating Job From Item w/ BOM

For some item it doesn't make sense to have a default
department because they could be used in multiple
departments. For example, a "Travel" item could be used
in many departments. But if that item is used in the
BOM of another item it would be useful if the
department of the top level item would be filled in as
the department of any item that is empty when creating
a job.
