I was going to suggest that you try adding UseLogin to your
sshd_config file, but it looks like this is only used for interactive
logins...  it can also break other things (see the sshd_config man
page).

If you can write C code, I think you should be able to hack sshd to
always do a full login.  Maybe that's what you want.
