Valid feed with extended chars gives XML error

The feed in question is:

According to Feed Validator, it's valid RSS:

However, RSS Bandit yields a feed error:

I believe RSS Bandit may have problems supporting
extended characters in RSS feeds?

The feed is in the ISO-8859-1 encoding but doesn't state this
in the XML instead it states this in the HTTP headers.
However since the encoding in most HTTP headers is wrong
for RSS feeds RSS Bandit ignores the header info and uses
the information in the feed.
The site owner should add
to the beginning of the feed.
