If multiple steps are present in the How-To tab, the user may select or highlight the following rules using the Enter key. It moves through the steps sequentially and is able to cycle through all steps (if the 2nd to last step is highlighted, Enter will select the last step, another Enter will select the 1st rule, and another Enter again will select the 2nd etc). However, if you move a rule’s position down with the Down key, the cursor is then automatically moved to the notes window. Selecting Enter after selecting Down, will move the text in the Notes section to the next line rather than selecting the next step in the Steps window. As mentioned a previous entry(Space bar and Return key inconsistency),selecting the Enter key moves the rule’s position down one spot after the user moves a rule up by selecting the Up key. Selecting enter again will not select or highlight the step below in comparison to before the selection of Up or Down. Selecting Enter will move the text in the Notes section down one line.

Suggestion: Do not move the cursor to the Notes section automatically after selecting Up or Down in the How-To tab. Allow the Enter key to highlight/select sequential rules as it did before selecting Up and Down.
