ra-create should have an update option, where it uses
the existing radir and rarecord and updates them. This
would allow things like changing media size without
rebuilding the archive, which takes a long time.
Exactly what this should look like, I don't know.

but I don't remember.
It might have to wait for ra-create to be recoded in Perl.
