I'd like to know how to create a new oracle procedure using Quantum DB in Eclipse.
It seems possible to edit an existing one, but not to create a new one not to delete an existing one.

I don't think that is possible. The oracle adapter for Quantum was expanded by a willing user, so I might be mistaken. I suppose you'll have to use SQL to do it.
