#7 Separate RTSCTS and DTRDSR control

Allows independant configuration of RTS/CTS and DTR/DSR
flow control. For many hardware control tasks this is
necessary as only RTS/CTS flow control is widely used.

!!! Note this this would change the default behaviour
if just RTS/CTS were enabled but both flow control
systems were required.

I have problem with
win32file._dtrState
this atribute doesn't exist

I putted it back to
self._dtrState

same for _rtsState
