Currently we have the ".pkg" organized like suggested
in the solution, although there is one extra line prior
the embedded packages - if this is the problem then the
solution suggestion in the Nokia technical library is
wrong.

This is an ancient bug that applied only to a small set of devices. Relnotes for 1.4.
