#56 PTPd hardware assist support for Freescale QorIQ DPAA and eTSEC

Hello,

This is a v2 patch for Freescale QorIQ DPAA and eTSEC which support 1588 hardware assist module, and mainly uses SO_TIMESTAMPING API for HW timestamp and PHC API.

Changes for v2:
- Rebased on current trunk
