#287 "Translation Level" preference not working properly

In non-English locales, the dashboard displays a user preference to control the amount of translation that is performed in various user interfaces and reports.

One of the options is "Disabled," but choosing this option has no practical effect.

Another option is "Low." This setting is supposed to change all words to English, but it is randomly leaving some words still translated.
