#272 Incorrect list of "waiting individuals" for dependency

When a dependency has been declared between two tasks, the person responsible for the first task is shown a list of people who are waiting for the task to complete.

If a project has team members with no task assignments, and those individuals join the project anyway (creating empty personal plans), their names may incorrectly be displayed as the list of "waiting individuals" for some task dependencies.
