#16 WebChat TZ support

Though it will give more overhead, it would be nice if
the WebChat plugin could auto-discover the user's
browser language and based on that split the message
into two parts, a timedate part and a textual part,
where a timezone parameter is applied to the timedate
column. If language not discoverer, default to GMT.
