#2 win32: when starting IP, the screen mode doesn't change

I saw this behavior on 2 windows machines: one was
win2k, the other XP. When starting IP v0.2 in
fullscreen mode, the monitor tries to change modes
but fails and simply leaves IP minimized. This is the
first time I have ever seen this behavior and the
only commonality I can think of is that the screen
resolution is > 1024x768 and both systems had LCD's.
I've never had this problem with the 1024x768 LCD on
my laptop.

I really don't know how we can fix this because
pygame thinks it has successfully initialized the
display.

As a workaround, I added the -w option in the
shortcut to start in windowed mode and had no more
problems. Maybe we should add a fullscreen shortcut
and a windowed mode shortcut.
