#564 unable to configure TEMP_DIR

It's impossible to configure the TEMP_DIR, I think this is because in lib/IniConfig.php, line 438 the configuration entry is unset in $rs, making the test for empty($rs['TEMP_DIR']) in line 511 completely useless (as it will always be empty then).

    line numbers are correct for version 1.3.13rc1 (but the bug might also have existed in older versions)
