#372 Restricting category selection

When adding/editing a category on 1.x, it'd be useful to restrict it's usage to a group(s) or user(s) so that normal users can select only the categories that are important to them instead of all categories and any categories that are reserved for other users or groups are restricted and do not appear in the category selection lists.
