This is a duplicate of original request # 1466812.

Usability-wise it would be very nice to have an option to set a
menu item as "disabled" (grayed-out, unselectable). In this
way options of dynamic menu system would not disappear
and appear, but would only be disabled and enabled
according to the situation (or access level, or focus, or
date, or whatever).
