Where when you login to the server via the web interface you can see all the users in the room and every thing every one not using the web interface post. But you cant post to the room via web script. It says it post but it doesn't.
I have the same issue. I realize this is an old post, and have no idea if you've found a solution yet. I've been watching my apache error log and have come to the conclusion it's related to differences in PHP versions. PHP IRChat is in PHP4, and you (most likely) are running PHP5, as am I. Unfortunately this project seems to be abandoned. If I can successfully fix the issues I'll update the code, clean it up and make it more "modern", and fork the project.
