#1 server shutoff reminder during install

It would be nice if the user would be reminded to shut
off any currently running servers while he is trying to
install phphome2.

I.e.
Start->Settings->Control Panel->Administrative Tools-
>Internet Information Services: click on the computer
icon of the computer currently running IIS, go
to "Action" menu button->All Tasks->Restart IIS->Stop
Internet Services on ComputerName.

I've had trouble with Apache to start since IIS was
running during install time.
Even after disabling IIS, I was unable to start Apache
using the Apache Service Monitor.
I had to modify httpd.conf to run Apache (I don't
remember anymore what I changed though).

This may have been an installation issue but it also may
have been a configuration issue during installation since
Apache could not take over the port 80 and run.

So, to prevent any issues from happening, it is best to
shut off any currently running servers occupying port
80. Windows will not allow more than process or
application to have a socket connection on it.
