#5 allow_call_time_pass reference error

this is off by default in php.ini - sure to resolve it is to
turn it on ... but then it's not referenced, only valued...

the recommendation is to modify the declaration of the
insert_snips() function - since future versions of php may
not support the call_time_pass reference function - will
this be changed?

seems to be only in the import.php file....
