Penguin Greetings 0.9.5 released

Penguin Greetings 0.9.5 is released. This release adds support for Localization/Internationalization by interpreting the browser environment. Two example secondary sites have been translated into French to demonstrate this capability: The Holy ecard site - PgSaint (http://www.canebas.org/pgreet.scgi?site=PgSaint) and a (now dated) Christmas card site - PgXmas (http://www.canebas.org/pgreet.scgi?site=PgXmas.)

In addition to the usual updates, the Love and Romance card section has been expanded for for Valentine's day.
