The program prompts the user to create a new sound layer when the user creates a blank sound layer, selects the bitmap, vector, or camera layer and imports and elects to import a sound.

1. Run Pencil v0.5 latest build.
2. Create a sound layer.
3. Select the bitmap, vector, or camera layer.
4. Go to File=>Import=>Sound...
5. Observe the screen.

Result:
The program prompts the user to create a new sound layer when the user creates a blank sound layer.

Expected Result:
This is debatable but a prompt should offer the user the ability to import the sound on any already available, unused layer before creating a new one.

This issue cannot be reproduced due to a crash bug when the user attempts to import a sound file.
