#30 Expose tag data via an API

We wish to make it possible for outside resources to query tag data. For a concrete example, it would be nice for a page in the Rossetti Archive to expose that "this object was tagged as 'foo' within NINES." One approach would be to build a web service that accepted a URI (unique id) or URL (public resource) as an input and would return a list of all valid tags within NINES.

This feature would be useful as we proceed to build a "tag suggest" interface.
