I'm affraid there is maybe a bug.
My command line is the next:
-Sh:\Delphi\DocInputFiles.txt -NNdB -TNdBase -OHtml -Ew:\var\www\delphi\ndbase -Mprivate+ --write-uses-list --full-link --language=hu --auto-link --sort=structures,constants,functions,types,variables,uses-clauses,non-record-fields,methods,properties --css=h:\Delphi\pasdoc.css
So there is the --language=hu option. After the docs it makes 1250 codepage in the html code. But this is the result:
<meta http-equiv="content-type" content="text/html; charset=iso-8859-1">
Is this really a bug or I write something wrong in the command line? Please help me!

The correct command-line option is --language=hu.1250 (with the ".1250" suffix). This works, as far as I just tested.
There are two small bugs that you found:
Docs [http://pasdoc.sipsolutions.net/OutputLanguage] were wrong. I just corrected them.
Actually, --language=hu doesn't do anything. The text is still in English, and like you noticed the charset is the English iso-8859-1. I'll correct this today (when I'll get home) to show an error message when user passes an unknown language code.
