"gear" icon on the ticket summary presents blank page with "Save" option.

Repro:
1. create a project
2. create a ticket
3. click either "Changes" or "Open Tickets" in the "Searches" section
4. click the gear icon. see a blank page with a "save" option.

Also, this gear icon doesn't show up in chrome for me.
