#11 Normalizer doesn't strip out default values properly

Per the email copied below, the Normalizer doesn't properly prune things like <criteria operator="AND">, which is using the default value.

A description of the nomalizer that I read indicated that it would cull explicit declarations of defualt understood OVAL properties like 'operator="AND"' in a criterion element. That's why I was surprised to not see that behavior demonstrated with I actually tried it.
