#1 Make request ID numbers more visible

At our organization we desire to use the internal
requests table id numbers to reference requests that
have been entered into the system.

The attached patch makes the request listing page as
well as the request view page display the id # more
visibly. It also amends the request notification
emails to specifically reference the request ID # in
the email body.

Display of the ID # can be enabled or disabled by
setting a "request_ids" configuration variable.

Please consider this patch for adoption in the main
development branch. patchfile is against 0.941b.
