#62 HSE not deleting when invalid

When HSE is in construction, and invalid event occurs (MSG: "Construction of Habitable Surface Expansion is not valid - construction suspended.") HSE remains in queue generating message every turn.

Expect that planet condensation and asteroid assembly have same issue.

However, when fixing, following needs to be taken into account:
Terraforming should remain in queue since the planet might need terraforming in the near future.

Therefore, we need separate responses for "FAIL" on validation of projects as to whether they should be deleted from queue or left in queue.

Suggest change: convert True/False response to defined response: "Valid, Invalid/Delete, Invalid/Don't Delete"

Will need to update techhandler and iplanet events to handle this.
