#33 CSV signup data export

It would be valuable to have the ability to export
signup data in a few different formats, with CSV being
the bare minimum. We could probably use much of the
code that generates the 'list resource signups' page. I
am thinking of a drop-down box that specifies the file
format with a button next to it that says 'Download'.
When you click that, you will get a download dialog so
you can save the file and put it into a spreadsheet app
or whatever you fancy. A record might look like:

Date
Day of week
Long resource name
First name
Last name
Sched. start time
Sched. end time
Sched. Length
Actual start time
Actual end time
Actual Length
Comment

This is essentially what that page outputs anyway so
I'm thinking that this would be a easy feature to
implement with solid value for organizations who need
more advanced data analysis capability than the program
currently offers.
