#184 build.xml files missing properties

In OpenORB, NamingService, PersistentStateService, and
TransactionService (others??) the properties
VERSION_MAJOR, VERSION_MINOR, and VERSION_MAJOR_CHANGE
are missing from the src/build.xml files, causing Ant
to assign strange names to the resulting jar files.
