Firstly, I'd like to mention that OpenL Tablets rules fully supports internationalization, it means that you can write your rules using any characters (cyrillic, latin, japanese alphabet etc.).
If you are asking about UI then WebStudio interface is currently only in English. Our product roadmap includes Internationalization kit of WebStudio as a new feature of our future releases. But right now we can't point out the exact version of the product when we are planning to implement this feature.
