#13 New option for OpenSP:osx

I would be very helpful if a new conversion option
could be added to the osx tool.

The problem we have is that we are processing many SGML
docuements from other companies that have certain
elements with an NOTATION attribute.

It would be helpful if we could just tell osx on the
command line to place the content of any element with a
NOTATION attribute in a CDATA marked section.

something like

osx ... -xnotation-to-cdata ...
